What Is the Community Support Program (CSP)?
The Community Support Program (CSP) of Pennsylvania is an alliance of individuals with lived experience, family members, and professionals working together to strengthen mental health supports and help adults with serious mental health challenges—including co-occurring conditions—live successfully in their communities.
At the heart of CSP is the belief that recovery is strongest when natural supports, community connection, and personal choice are integrated into everyday life. CSPs emphasize collaboration, empowerment, and community-based solutions that support people beyond clinical settings.
Statewide CSP Mission Statement
The Statewide Community Support Program (CSP) is an alliance of individuals with lived experience, family members, professionals, and community partners dedicated to promoting mental health recovery, inclusion, and empowerment for all Pennsylvanians. Local, regional, and statewide CSPs work together as strategic partners to improve access to person-centered, recovery-oriented, and community-based behavioral health services. Guided by CSP principles, we advocate for system improvements, reduce stigma through education, and support individuals in achieving their fullest potential as valued members of their communities.
Statewide CSP Vision Statement
We envision a Pennsylvania where mental health receives equal attention and care as physical health, with all services working together seamlessly. We will facilitate connection and collaboration across our communities’ stakeholders. As leaders in our communities, we will eliminate stigma through education and help every person learn to advocate for themselves. Every individual will recognize and exercise the power and support they need to access effective help quickly. Individuals will be empowered to access the type of care that best fits their needs outside of the crisis system, when appropriate. All individuals will feel valued in their community.
Regional CSP Mission Statement
Regional Community Support Programs (CSPs) are a coalition of local CSPs invested in promoting mental health recovery, inclusion, and empowerment for all Pennsylvanians. Guided by CSP principles, we advocate for system improvements, reduce stigma through education, and support individuals and local communities in achieving their fullest potential as valued members of their communities.

Statewide Participation
At the statewide level, CSS collaborates with CSP partners regarding infrastructure initiatives, advocacy committees, and events.

Regional Leadership - South Central Region
CSS serves as the Strategic Partner for the South Central Region CSP, providing technical assistance across 13 counties.
Our regional role includes:
• Connecting local CSP committees
• Sharing resources and best practices
• Supporting communication between local communities and statewide leadership
Local Leadership & Community Engagement
CSP is led by its members.
CSS exists to support the structure that allows leadership to thrive.
CSS team members actively participate in local county CSPs, helping elevate leadership and the voice of lived experience.
CSS partners with local CSP committees to provide fiduciary and program facilitation support in Lebanon, Cumberland/ Perry Counties — assisting with meeting coordination, initiative planning, and long-term sustainability.
CSP remains a member-driven program, guided by individuals with lived experience, families, providers, and community partners. Members identify priorities and lead initiatives. CSS provides the behind-the-scenes infrastructure that keeps this work moving forward.
